Profile

He holds a degree in Business Administration from the Universidad Nacional Autónoma de México, where he completed his undergraduate studies in 1974. He obtained his professional degree in April 1975, presenting in his professional examination the thesis “Financing to the agricultural sector and its influence in the economic development of the country”. Other studies at ITAM: Diploma in Taxes, Computer Science and Project Control; at the Inter-American Center of Public Administration, Diploma in Comparative Public Administration; at the Tax Administration Service-UNAM, Diploma in Management Administration, Management Update and Update in Tax Crimes.

From May 1975 to May 1978 he began his professional practice in the Ministry of Finance and Public Credit, in the Undersecretary of Revenues, specifically in the General Directorate of Commercial Revenues as an organization and methods analyst; in the Metropolitan Regional Tax Administration and in the Tax Administration of the Center of the Federal District, as an analyst and Head of the Organization and Methods Unit. From 1978 to 1983 he held the position of Comptroller of the Government of the State of Morelos; from 1983 to 1987 he held the position of Deputy Comptroller of Control and Evaluation of the Ministry of Finance and Public Credit, with the level of General Director; from November 1987 to January 2000 he served as General Director of Servicios Industriales de Consultoría y Comercialización, S.A.

At the Tax Administration Service: Project Leader: Integral Information System for Large Taxpayers; Project Leader of the Integral File for Large Taxpayers; Coordinator of the PEMEX, SAT, TESOFE Group, for the systematization of PEMEX returns, of the old and new tax regime; Leader of the Benchmarking of Large Taxpayers project financed by the World Bank; and of the project Implementation of actions of the Optimal Operational Model of the General Administration of Large Taxpayers; Coordinator of Management and Control of the projects: Implementation of document management and knowledge of the SAT’s legal process; and of the Tax Risk Model by SAT segment.
